AFD : versement de 200 millions de dollars en faveur de la lutte contre le changement climatique
Climate Change Program Loan :
the Agence Française de Développement has just disbursed 200 million US dollars in favor of the Government of Indonesia
Following the signature on November, 25 of the Climate Change Program Loan (CCPL) agreement by its CEO, Mr. Jean-Michel Séverino, and Mr. Rahmat Waluyanto, DG of Debt Management (Ministry of Finance), the Agence Française de Développement (AFD) has just disbursed 200 million US dollars in favor of the Government of Indonesia.
In compensation of this budgetary support, the Government is implementing targeted actions stated in the Policy Matrix to fight climate change. On the occasion of the COP 13 (hosted in Bali), the Government of Indonesia launched in December 2007 its “National Action Plan Addressing Climate Change” which defines the Indonesian vision to address climate change. This vision has been transposed into the development planning process under the coordination of Bappenas, with the release of the "National development planning : Indonesia responses to climate change" (also known as "yellow book") in July 2008. This document includes a three-year Policy Matrix divided into three parts : mitigation, adaptation and cross-sectoral issues.
The Policy Matrix will be monitored through different meetings chaired by Bappenas and attended by a dozen of ministries and governmental agencies, with JICA and AFD : Technical Committees (6 to 8 times per year) and Steering Committees (3 to 4 times per year).
In addition and on a grant basis, the AFD will finance a forestry expert, who will be part of the monitoring team, and targeted technical assistance in favor of the ministries of industry (energy efficiency) and forestry.
