Discours de Madame l’Ambassadeur :

Dear Excellency, my Dear Pak Jonan,

This evening’s ceremony is a very special celebration, for several reasons.

During my successive positions as French Ambassador, I have had the honor to express the gratitude of the French government to distinguished persons who have contributed to strengthen the links between France and their country.

But, Excellency, none of the recipients of this distinction has been as fully aware of its background, of its history, of its symbol, as you are.

As many of you may know, the Legion d’Honneur is the highest distinction granted by the French authorities. It was created by Napoleon Bonaparte in 1802, as a tribute to exceptional merits carried out by soldiers and civilians alike. Napoleon considered the Legion d’Honneur as deeply anchored in the foundation of the Republic. For Napoleon Bonaparte, Legion d’Honneur and the recognition that it carries was an essential tool of its leadership.

My dear Pak Jonan,

I know that the notion of leadership for Napoleon Bonaparte has no secret for you, since you have published a university essay on this subject. You are one of the best admirers and experts on Napoleon Bonaparte and I know that you wouldn’t miss an opportunity of a visit to France to pay a tribute to Napoleon’s tomb in Les Invalides.

But your attachment to France is not only a nostalgic one, not only linked to your passion for the history of our country and civilization. It is also a contemporary one : as CEO of Kereta Api, you have contributed to develop tremendously the relations between your company and its French counterpart, SNCF, the French National Railways company. Almost 400 members of kereta Api staff have received extensive and various training in France, with a special emphasis on the middle management. As a demonstration of your real leadership, you have always been convinced that middle management as well as the infantrymen of Kereta Api were essential part of the success of your organization, the same way it was for Napoleon on his various military campaigns. I am extremely grateful for your involvement and dedication in fostering the relations between our two National railways companies, which also had very positive leverage effect on other bilateral co-operations as well as for French companies in the railway sector.

Fortunately, your career at Kereta Api didn’t end up like Napoleon in Saint-Helene and it was with a great pleasure that I learnt of your nomination as Minister of Transport.

Even as Minister, despite the weight of your responsibilities, the high level of public scrutiny and sensitivity of your portfolio, and despite a very demanding schedule, I sincerely appreciate that your door has always been wide open to meet me, and visiting delegations, on a formal and unformal basis, to exchange on many subjects of common interest in order, each time, to push for our cooperation. This is the demonstration of a real friendship that goes beyond time.

As Minister, you have kept a very strong relationship with SNCF, involving yourself personally in the training programme I mentioned about previously.

And thanks to your elevation as Minister, we could deeply diversify the fields of cooperation between our two countries.

I know that air safety is a top priority for you, and I know that you have been instrumental in supporting the cooperation between France and Indonesia on air traffic and airline safety issues. This was, first, between the two DGCA, who will renew their agreements on the coming months, or through the support that French companies have been able to implement tremendous cooperation programmes with local airlines.

None of this would have been possible without your personal involvement. And this high level of relations between our two countries in the field of airlines, airport and aeronautics reflects the weight of this sector in our bilateral trade and, even, in our industrial relations.

Excellency, beyond the formal and diplomatic relations between two countries, the French authorities are keen to value their most faithful friends. And the Legion d’Honneur distinction is the highest expression of both our gratitude and our faith in the special relationship developed with you in the past and for the potential it carries for the future.

It is therefore with a very special pleasure that I will know proceed with the formal presentation of the distinction.

“M. Ignasius Jonan, au nom du Président de la République, et en vertu des pouvoirs qui me sont conférés, je vous fais Chevalier de la Légion d’Honneur. »
